Job Title: Programme Officer
Location: Nigeria
Job Objective(s) Initiates, monitors and controls -and closes specific projects/programs of The Academy (which have the overall objective of gathering evidence to inform policies and programs) 
Responsibilities

  • Manages projects/programs 
  • Manages projects from initiation to completion (includes budget preparation, sourcing of resource persons – e.g. speakers, consultants, fellows etc. for the project/program). 
  • Controls and monitors project execution; ensuring that deliverables are timely and project is completed within time, scope and budget. 
  • Conducts background research on topics for current and proposed studies/projects 
  • Conducts database, website and literature review in national and international publications 
  • Checks facts and references for report and journal publications 
  • Identifies and gathers research materials as directed 
  • Facilitates flow of information among programme staff, fellows, external experts, consultants etc. 
  • Performs project documentation – report writing and editing of completed projects. 
  • Fund-raising – involved in writing fund raising letters and visits to possible funders for proposed projects. 
  • Research/ proposal writing 
  • Writes proposals (including budgetary and concept notes for grants to various projects 
  • Assists the preparation of graphics and presentations

ODI – Fellowship Scheme 2018-2020


The ODI Fellowship Scheme is now open for applications. The Scheme places young and highly motivated economists and statisticians in public sector posts in developing country governments on two-year contracts. The two streams we are recruiting for are Economicsand Statistics. Applicants can apply for either or both of these streams provided they are suitably qualified.
ODI Fellows are employed by the governments they work for not ODI and work as local civil servants reporting to local supervisors. Fellows work in a wide range of institutions from finance and planning ministries to ministries of health and education, as well as central banks, statistics offices, and regulatory bodies. The Scheme currently has over 100 Fellows in 28 countries, mostly low-income or high poverty countries in Africa, Asia, the Caribbean, the Pacific and the Western Balkans.
As well as the usual candidates, this year the Scheme is looking to attract PhD candidates able to work in the research departments of central banks, candidates with at least three years of uninterrupted work experience for a post in the Royal Monetary Authority in Bhutan, and candidates with deeper knowledge of mining finance for a post in Eritrea.
The ODI Fellowship Scheme is highly competitive and regularly attracts candidates from some of the best universities around the world. ODI Fellows have gone on to make successful careers in the World Bank, the IMF, the UK’s DFID and a wide range of public and private sector organisations. We are looking for candidates with excellent academic qualifications, a sound grasp of applying economic theory to real world problems, an ability to communicate economic ideas to non-specialists, and the personal qualities needed to integrate into what are often very different and challenging cultural and bureaucratic environments. A master’s degree in economics, statistics or related discipline is required. The Scheme is open to candidates of all nationalities.
In total, Fellows receive a salary of £21,000 a year (increasing to £23,000 in the second year), plus housing allowance. The ODI Fellowship Scheme currently uses funds generously provided by the UK’s Department for International Development, Australia’s Department of Foreign Affairs and Trade, the Bill & Melinda Gates Foundation and the European Bank for Reconstruction and Development. Some governments fund the entire cost of Fellowship posts themselves.

Minimum Qualifications/skills base
  • A Bachelor or Master’s Degree in Accounting, Law, Economics, Banking & Finance, Engineering, Geology, Statistics, Computer Science or other relevant discipline in the quantitative field
OR 
  • A Higher National Diploma in Accounting, Economics, Banking & Finance, Engineering, Geology, Statistics, Computer Science or other relevant discipline in the quantitative field.
  • Computer literacy and conversancy with Microsoft office, Web Applications and the use of relevant applications for efficient delivery of service,
  • Strong leadership and management skills,
  • Strong team spirit and ability to effectively delegate,
  • Strong interpersonal and communication skills,
  • Strong Analytical skills,
  • Knowledge of the Federal Tax laws and Kaduna State Tax (Codification and Consolidation) Law, 2016 and appreciation of their application and understanding of the regulatory framework within which the KADIRS operates;  
  • Knowledge of business/industry environment within which taxpayers operate,
  • Ability to work as a regulator with the courage to ensure full compliance with law.
Other General Requirement(s):
In addition all Applicants must:-
  1. Have an NYSC Discharge or exemption certificate
  2. Present a certificate of State of Origin and Local Government signed by the Chairman/Secretary of their Local Government. Certificates endorsed by Liaison offices will not be accepted
